be granted only "in case of necessity . " The consequence has been , that , where no such necessity could be shown , and Brethren made in English Lodges were not willing to wait twelve months , they have applied for and received exaltation in the Scottish Chapter , in which no rule as to the time of probation exists . Companion Jones remarked , that , if a remedy be not applied speedily , both Chapters Hope and Holy Zion would have to be closed . He therefore moved the following resolution , which having been seconded by E . Companion Wray , was , after a discussion in which the Deputy Provincial Grand Superintendent and other Companions joined , carried unanimously .
"• That-it is the opinion of this District Grand Chapter , that , under the peculiar circumstances which attract the members of English Lodges to fc Scotch Royal Arch Chapter , the case of each candidate should be deemed one of emergency ; and that should the Provincial Grand Superintendent be of a contrary opinion , he be solicited to represent our position to the Supreme Grand Chapter in England , with a view to remove the qualification of emergency , and make the term of probation four weeks in all cases . "
