door , by which the Brethren may make their submission , and resume their duties to the Craft under more equitable , shall we say more Masonic terms , than appear to be offered by the resolution of Lord Panmure , which to our thinking is unnecessarily severe .

We some time since called attention to an irregularity having been committed by a Scottish Chapter , in affiliating and issuing certificates to Brethren who were not present , or even in Scotland , — thereby making it appear that the Brethren had passed through various degrees not recognized by English Craft or Arch Masonry , without being regularly obligated as required bythe Scottish ^^
Constitutions . We at that time expressed our conviction that the matter only required to be brought before the Grand Chapter of Scotland in order to have the irregularity amended , and steps taken to prevent its recurrence . Our opinion has been amply vindicated , as at its meeting on Wednesday last , the Grand Chapter not only ordered the cancelling and withdrawal of the certificates issued in error by the Esk Dalkeith Chapter , but passed a resolution , —
" That in future no Chapter shall affiliate in absence any Companion exalted in an English , Irish , or foreign Chapter , without the special sanction of one of the three Grand Principals or Depute Grand Principal , who , before issuing his permission , shall be satisfied with the expediency of the case , the proofs of the candidate's companionship , and that he has signed the formula prescribed for all the inferior degrees . "
We are glad that the question has been so promptly met and determined , as it gives the fullest assurance that though an irregularity may by an oversight be committed , it only requires to be made known to ensure its correction ; and stamps a value on the Scottish
certificates which we should be sorry to see them lose . It is but justice to Bro . Gaylor , Scribe E . of Scotland , to add that if he was a party to the original error , no Brother has shown himself more anxious to have it amended at the earliest opportunity .
