Scribe E . having read the programme ^ it was agreed ^ —notwithstanding this being the . meeting at which office-bearers for the ensuing year had to be nominated , and which business generally takes precedence of all other— -that the ordinary business of the Chapter be first taken up and disposed of . According to this arrangement there was read a petition from Croft Worgan Dew , Joseph Fletcher , Henry Spencer , and James Dees , four regular Scotch R . A . Companions , praying
for a warrant constituting them a Mark Master Lodge , to be held at Whitehaven , in the county of Cumberland , on the first Tuesday of each month , under the name and title of the Fletcher Lodge of Mark Masters . The same being reported on as regular , and the preliminary requisites complied with , was unanimously sustained , and a warrant granted as craved , the Lodge to form No . 12 on the roll of Mark Master Lodges holding under Scotland .
There was produced and read to the Chapter the following petition and complaint on behalf of certain of the Mark Master Lodges in London , under Scotch Constitution : — " To the Grand Principal Z ., Grand Principals , and other office-bearers of the Supreme Grand Royal Arch Chapter of Scotland . " We , the undersigned officers and members of Mark Master Mason Lodges , holding our warrants for the practice of that degree from the Supreme Grand
Royal Arch Chapter of Scotland , respectfully call your attention to an article in the Freemason ^ Magazi ne for December 30 , 1857 , headed " Mark Masonry , " in which is narrated the circumstances connected with the alleged fraudulent issue of Royal Arch diplomas by the Supreme Grand Royal Arch Chapter of Scotland ; and also to a letter that appeared in the number for January 5 , 1858 , signed ' John A . L . Barnard , ' in which some farther details are given ; and as we are convinced that the said statements are in the main correct , we feel it our bounden duty to express to you our indignation at such proceedings .
" We feel that the character of the whole Masonic Craft is in some degree injured by the issue of these spurious documents , but particularly that of the Supreme Grand Royal Arch Chapter of Scotland ; and as we all possess documents issued by that body , we feel that their character will remain attainted until this
matter is satisfactorily cleared up , u We are convinced that it is only necessary to call your attention to these facts to cause a searching inquiry to bo made into all the circumstances : to know why the Esk Dalkeith Chapter , in the persons of its Principals and Scribes , should be guilty of the irregularity—to use the mildest word—of certifying that they had given the preliminary degrees and finally exalted certain individuals , when , in
